The Welfare Research, Inc. is seeking one (1) qualified candidate to fill the full-time position of Policy Analyst in the Bureau of Children, Youth, and Families.
The Bureau of Children, Youth, & Families (CYF) within the Division of Mental Hygiene is responsible for the planning, funding and oversight of New York City’s comprehensive network of child and adolescent community mental health services. CYF oversees a portfolio of over 100 programs and supports a family-driven, individualized and strength-based approach to care, relying on research and data to support decision-making.
CYF’s Office of Policy and Planning supports the bureau’s mission by conducting systems-level planning, working to effect policy changes, and ensuring that program models are cost-effective and responsive to need.
Job Duties and Responsibilities: • Analyze proposed legislation, regulations, or other documents under Department review, and develop recommendations; draft summaries and positions as needed. • Conduct primary and secondary research, on a wide range of topics related to the child and adolescent behavioral health system, including Medicaid managed care implementation, value-based payment, and program models. • Support the bureau’s activities to prepare for the redesign of Medicaid services for children and adolescents including, provider designation, provider readiness, and public education/communication. • Track state and federal policy related issues related to child and adolescent behavioral health and the bureau’s advocacy efforts. • Support the bureau’s efforts in developing the annual local government service plan for New York City’s child and adolescent mental health system, including forums to gather community input. • Conduct quantitative and qualitative analysis to support decision-making, including developing and administering surveys and analyzing results. • Support the bureau with reviewing applications from providers seeking licensure to offer mental health treatment. • Serve on workgroups and committees (internal and external) such as Regional Planning Consortium planning and steering committees.
Minimum Requirements/Preferred Skills: • A Masters’ Degree in Social Work, Public Health, Public Administration, or a Juris Doctor, or other relevant graduate degree from an accredited college or university with coursework experience in health administration/management, health financing, health law, health economics, health education, prevention, public/community health, and/or evaluation methods. • A minimum of 3 years work experience preferred. • Excellent interpersonal skills. • Ability to work in a team environment as well as work independently. • Familiarity with Medicaid and managed care principles. • Strong research, analytical, oral, writing and editing skills. • Proficiency in Microsoft Suite including Work, Excel, and PowerPoint.
